Locking actuators and a 30A+ current rating are both relatively uncommon features, and I’m not finding any single product offering both. A possible solution may be to separate those, using a switch with locking actuator to control a relay of appropriate ratings; note that the voltage being switched is relevant to relay selection, and needs to be taken into account.
