Please help identifying location number sequence. Pin #1 is given by that pointer, but then where would be #2 (same row or on the second row)? If #2 is on the same row, then would #14 start over on top of #1 or on top of #13 (clockwise)? Thanks.

This one doesn’t have any guidance for a pin definition, Pin 1 would typically be the pointed one and the rest are user defined. I would look to the mating end and define your pinout based on what is coming through the feed.
Usually dual row headers have one row as even numbered pins and the other row is the odd numbered pins so that they match up with the conductor numbers in a ribbon cable.
