model in particular. Whether the smoother
side face the sky or towards the ground?

From page 7 of the Application Specification, it shows the following:
As I interpret this, the adhesive foam side is intended to face up. I presume this means that it should be mounted to the underside of a non-RF-shielding flat surface.
