I’m confused as to which is the hole size needed for the PCB. Is it the 1.6 on top left or 1.8 on bottom right?

Welcome to the Tech Forum.
The pin itself is 1.6mm in diameter. The recommended PCB hole size for the pins is 1.8mm, with a tolerance of +0.1mm and -0.0mm (so no smaller than 1.8mm).
