Is the BRS200-20RJ8 inductive or non-inductive? I want to use this as the braking (shunt) resistor for an AC servo amplifier.

The documentation for BRS200-20RJ8 makes no mention of being Non-Inductive so this part is going to be inductive.

Concur with @Kristof_2649.
However, the resistor may be acceptable depending on your AC frequency.
