Is the Terasic USB Blaster compatible with the above referenced part?

No, the Terasic USB Blaster, P0302, is designed to work with Altera FPGA’s and some of their CPLD’s.
The ATF1508AS-10AU100 is a CPLD from Atmel, now part of Microchip. The recommended programmer for this device is the following:

OK Thanks. Is WinCUPL or ProChip Designer the recommended fitter software for a windows laptop to talk to the ATDH1150USB programmer?
Microchip has moved all the software resources to here: PLD Design Resources | Microchip Technology (lots of links go back to Atmel http that don’t work anymore..)
ATMISP Software is used for programming..
