Q- T1 he max Vol of LM2903B is 400/550mV. do we have the lower Vol device? and other spec is similar with LM2903B, trying to find TLV1822 Vol in datasheet (but can find Vol in LM2903B)?

If your supply voltage is under 5V, see the LM393LV, which has a robust output stage.
