Please let me know the difference between the two fuses, specifically whether they are T8AH250V. Why in one of them is green stripe.

The physical appearance, excluding size, is rarely important with interchangeable electronic components.
Usually they are merely artifacts of different manufacturing runs, design improvements or multiple manufacturers making interchangeable parts..
The photos do not show the text stamped into the metal ends of the parts and there is no way to judge the size of the parts in your photos.
If the text is the same on both parts and they are very similar in size, then they are most likely equivalent.
Since this is most commonly a fire safety device, I suggest you post the text from the fuses and/or pictures showing the text clearly and also showing the sizes (a ruler in the shot), so that others can confirm they are equivalent.

I’d like to confirm that both fuses are the same size (5x20mm), and that “T8AH250V” is stamped on the metal ends of each. The only difference between them is that one has a blue line in the middle.

Yes, that would be normal manufacturer variation for this type of fuse.
