Hello, I want to use the control pin, but I only have the capabilities to connect to ground. If the control pin is connected to ground, the converter will turn on since it is negative logic. But, if I were to leave the pin open, would the converter turn off?

In the example you posted, the converter would shut off, when disconnected.
The datasheet says for the Negative logic version, you can have a switch between the On/Off remote terminal and the Vi(-) terminal. It turns the module on when the external switch is on, and it will be off when the external switch is off and floating.
