Does ATMEL AVRISP STK500 USB ISP programmer provide power to target?

I need a replacement for an AVRISP MKII programmer. In my application it is required for the programmer to provide power to the target board. It is not clear to me from the information provided whether this programmer provides power to the target or if an external power supply is required.

Vcc pin on the Atmel AVRISP mkII is only used for voltage sense into the level convertors.

Without external Vcc, avr tools will report: No target was detected. Ensure that target has power

If you are programming AVRs with 64k or less of Flash (so not the ATmega2560) the following Sparkfun AVR Programmer provides up to 500mA of power to the target and has a nice price:
