Yes, that is one way to control the fan speed. There are other ways as well. If you were interested in making your own speed controller, there are many tutorial videos on You Tube

This particular fan gives voltage rating as 12v whereas similar other brands often have a range e.g 7-13.8v
do you think that lowering the voltage would be an issue for this particular fan and also if the voltage gets so low so that the motor no longer turns would there be any issues doing this ? (apart from it stopping cooling!)

Fans will typically operate within a range of voltage below and above the rated voltage, so at a lower voltage it will run slower, but it should not damage the fan.
