bought IGBT module FZ750R65KE3 from DigiKey and it did not come with any hardware such as screws or washers. Should this part be supplied with them or is this something that the customer would normally buy themselves?

That device is capable of switching enough power to run a small village. The manufacturer can’t really make a decent enough guess at the details of how people will choose to get that power in/out to include appropriate fasteners, so it would indeed be a thing that users would be expected to provide, in keeping with their specific needs.
