That part is not in any of the standard series of resistor values.
If you have an existing device with a part marked that way, it may be a custom value part (usually requires >1000pc order for a non-luxury car price) or, the manufacturer may use a non-standard color code scheme.
To buy a resistor, the best way is to specify the resistance, tolerance, wattage and temperature coefficient.

PaulHutch gave an amazing response. It may be the case the colors are backwards also, and you may want to check this and the application. Current sense circuits commonly use the zero ohm.
