Need help choosing posts for a rotary inverted pendulum

For my senior project I’ve been tasked with designing a rotary inverted pendulum but I’m not sure what specs i should be looking for, and have never interfaced with motors or encoders. In all i have $200 available to spend, and was hoping i could get a recommendation on which parts to buy, which from my research would be an encoder, a DC motor, and a controller.

For this project, did you already have a controller you were working with? Possibly an arduino or beaglebone of some sort to start? I was able to find an encoder like 102-AMT103-2048-N4000-S-ND as an example but I was unsure if this would interface with what you are working with.

I have not chosen a controller yet, no.

Also because i was too focused on that question, i looked at the encoder you recommender and i think it looks quite good for what i need, while researching, 2048p/r came up a lot, and i had found encoder 516-AS22-M570-4U12-ND myself. How would i be able to find out which controllers would work with the encoder? Arduino was definitely one that i was looking at, although there seems to be controllers more specifically designed for functions like this? Im not too sure, and if i do go with arduino would i need a second control board for the motor? There were a few diagrams ive seen that have additional boards attached to their controllers.
