This is SMD Ferrite Inductor R33 -0,33 uH, 20%.

Yes, looks to be an inductor. There are some results here and maybe SRP3020TA-R33MCT-ND seems might be it.

Please refer to the terasIC literature. They supply a complete schematic for most FPGA demo boards.
This can be especially useful for understanding the complex FPGA supporting circuitry.
