Need help identifying the component and a possible replacement parts.
The designator says FL14, I think its a kind of filter but I don’t know what kind.
It has 3 pads underneath, the middle pad is connected to ground.
It is around 2mm size.

Unfortunately this is not enough information to find a part number.
What you have pictured is likely a Feed Through Capacitor
Or an RF Filter
The FL14 reference designator seems like it might be more likely to be a filter. We would need more information to be able to help further.
Attached is another view of the board with the FL14.
FL14 1st and 3rd pin are normally shorted then it became shorted to GND (2nd pin) causing the F2(400mA fuse) became defective.
Connector J3 have a cable with approximately 400mm long that came from the secondary side of the instrument transformer.
Also the voltage that pass thru the F2 fuse is around 28VDC and 23VAC.

Thanks for the information. I’m still not able to determine the specifications of the part. Do you have a schematic of the board available that may give information on the part ?
Your board seems to be littered with many of those “FLxx” parts, and many of them are connected to the chip with the “MP” suffix. Can you tell us what that chip is, or give us a zoomed out image which shows it?
Perhaps documentation for that chip might give some insight as to what your “FLxx” parts actually are.

Unfortunately, I don’t have any schematic on me.
The large chip they show in the given image above looks to be a 71321SA55JG8 or variation.
Unfortunately, I have not found any further information to narrow down possibilities. @Nathan_2268 has correctly identified that chip as an SRAM chip, but it’s not helping to pin down what those “FL” parts are. As @Kristof_2649 suggested, it’s likely a feed-through cap or an RF filter, but there’s no good way to narrow down beyond that.
