Outline layer format

I am using Keysight’s ADS to gerber my boards, and the outline layer is simply another gerber file with a single rectangle.
DKRed rejected it saying that there is no outline layer. I know that the automated tool does not seem to recognise it, even if I select it as the “outline” file.

Is the outline in a special format? Is it more than just throwing on an “outline” extension?

I talked to the board house. The outline file needs to be a line or trace that outlines the board, not a solid polygon.
