Hi @berk_2 ,
That chip is a primary side non-optoisolated flyback controller. Maker unknown (these days there are so many new vendors doing these, finding a match is very time consuming). I’d suggest you just recycle the board appropriately and purchase a new dc adapter (choose a reliable brand).
