Twisted Pair Ribbon cable - where is it cut relative to the flat section?

I see a couple of variations of twisted ribbon cable. The flats are where you cut the cable to put it in an IDC connector.

The products I am trying to confirm this information are:

19-1700/40
19-1700/40BA

According to the product sheet the 1700/40BA has 10.5 inches between flats - that are 2 inches long, and the 1700/40 is 20 inches between flats and the flat also 2 inches long.

My question is - where is the cut made when ordering these products by the foot? I’d rather not have it start at random in the twisted region, better to cut it in the middle of the flat section. If it is cut randomly by the foot will make it that I need so I have to err longer to ensure I get at least the four sections I want.

Welcome to the DigiKey Electronics.
The BA has a repeat cycle of 10.5", with 2" flat, so there is 8.5" where it is twisted.
The cut pattern will be random, as it depends on where the last cut had to be made.
So it would be smart to add 1 foot to the length you need, to insure you have the correct number of flat sections.
The 1700/40 will have 18" of twisted pairs, and 2" of flat section, with a repeat length of 20".
